EN 1860-3:2023, Testing and Shipping Class

The chemical limits, the burning behaviour tests and the freight classification that decide whether a shipment of fire starter rolls clears your market. Everything quoted here is published regulation or standard text; our own figures appear only where a certificate backs them.

EN 1860-3:2023 in One Table

The numbers below are the published limits of the standard, not our results. They are the reference your own test report will be read against.

Requirement Limit or requirement Applies to
Polycyclic aromatic hydrocarbons (PAH) 1.0% by weight maximum All firelighter types
Sulfur content 0.5% by weight maximum All firelighter types
PBT and vPvB substances Not permitted All firelighter types
Highly flammable liquids Excluded unless stabilised All firelighter types
Flash point 60 °C minimum Liquid, thickened liquid and gel only
Kinematic viscosity 20.5 mm²/s minimum at 40 °C Liquid, thickened liquid and gel only
Burning behaviour Ignites readily, burns steadily to extinction with no flash fire, deflagration, sparking, spitting, popping, dripping molten material or explosion All firelighter types
Consumer packaging, solid Intact, sealed, unstained and dry after 35 °C / 65% RH for 48 hours; no child-resistant closure required Solid firelighters
Marking and instructions Standard number and a keep-away-from-children warning, in the language of the market All firelighter types
Test methods Annex A safety in use, Annex B burning characteristics, Annexes C and D consumer packaging All firelighter types

The Four Ways a Roll Fails a Burn Test

The standard does not ask whether a firelighter lights. It asks how it behaves while it is lit. These are the recorded failure modes.

  • Flash fire or sudden flare-up A wax-rich surface can ignite all at once instead of carrying the flame down the roll.
  • Spitting or throwing sparks Loose wood fibre in a loosely wound roll can detach and throw burning pieces. Winding tension is the control.
  • Dripping molten material Too much wax for the fibre mass. This is the one buyers notice indoors, because a drip leaves a mark on the hearth.
  • Popping or explosive behaviour Trapped moisture inside the fibre. It also produces crackling that customers read as a defect.

A quick bench check before you approve a sample: light one roll on a non-combustible surface, film it for 45 seconds on a fixed camera, and watch for all four behaviours. It costs nothing and it catches most problems.

Burn Time Is Not a Compliance Figure

This one costs buyers real money when it is misunderstood.

The 2023 edition removed the fixed ignition-time requirement that earlier versions carried. Safe, predictable burning behaviour is what is mandated; how many minutes a roll burns is a commercial specification you set for your market. European barbecue buyers commonly write 8 to 10 minutes into their specification because that reliably takes a full chimney of charcoal; fireplace programs often ask for longer. Treat any supplier quoting "our product meets the 10-minute standard" with care, because that sentence does not describe anything the standard says.

Freight Class: This Product Ships as General Cargo

Your freight forwarder may refuse the booking the first time they read the word "fire starter". The way past that is to hand them the paperwork, not an argument.

Regulation set Result for waxed wood wool rolls
ADR 2023 and RID 2023 (road and rail, Europe) No UN number, no transport hazard class, no packing group, not environmentally hazardous
IMDG 41-22 (sea) No UN number, no packing group, not a marine pollutant
IATA 2025 (air) No UN number, no hazard class, no environmental hazard

Solid wax-and-wood starters need a direct flame to ignite and give off no flammable vapour, which is why they fall outside the dangerous goods regime. Liquid accelerants do not - they are Class 3 flammable liquids, shipped under hazardous freight rules with their own warehousing restrictions. If a forwarder quotes hazmat rates for these rolls, ask which line of the SDS Section 14 they are reading.

Customs Classification Depends on What Is Inside

Composition Direction of classification Documents typically pulled
Untreated wood wool or kindling Chapter 44 as a wood article Phytosanitary evidence and ISPM 15 treatment marks on any wooden pallet
Lightly waxed wood wool rolls Decided case by case on the declared wax percentage A composition statement matching every document in the set
Around half wood fibre and half paraffin, the usual roll Combustible preparations, heading 3606 Consistent composition data across invoice, packing list and SDS
Rolls carrying solvents or oxidisers Possible dangerous goods regime Flash point report and dangerous goods permit

We do not decide your commodity code and neither does any supplier. Your broker at destination classifies against the actual formulation; we supply the composition statement and third-party reports they need to defend it.

Packing for a Container That Sits in the Sun

Pallets

Heat-treated to ISPM 15 and stamped with the IPPC mark, or destination customs can reject or fumigate at your cost.

Moisture control

Container-level desiccant. Ocean containers sweat, and condensation softens cartons long before it softens product.

Wax-resistant lining

An inner liner keeps paraffin out of the cardboard through a tropical transit.

Carton strength

Crush-rated master cartons, because a crushed corner at the top of a stack becomes a claim at the bottom.

Marks

Weight, dimensions, handling marks and your barcode, printed so a warehouse can read them from two metres.

Floor protection

Paper under the load so wax residue never touches the container floor and triggers a cleaning charge.
